The City of Amsterdam determines the policy and objectives. BS&F manages the application in which cardholders are registered and linked to discounts and credits, implemented in collaboration with partners in Amsterdam. Intersolve provides the technical and financial infrastructure behind the card, ensuring that policy, implementation and financial control are seamlessly integrated.

The key challenge is to distribute earmarked funds securely, purposefully, and controllably, without creating additional barriers for users. Each scheme is defined as a set of conditions on the card: where the credit may be spent, on which products and within what timeframe. These rules are technically enforced, so that at only permitted purchases are automatically processed at checkout.
The municipality determines who is eligible for the card and specific schemes. Intersolve processes only the financial logic; personal data remains entirely with the municipality. This ensures that funds remain genuinely earmarked.
The platform is reliable and scalable. Different types of credit can be managed simultaneously and new schemes can be easily added, whilst cardholders enjoy the experience of a standard debit card.
